West Chester >> The Chester County Board of Commissioners has declared a disaster emergency as a result of the impending Nor’easter, and Gov. Tom Wolf has declared a state of emergency for Chester County and 25 other counties.
Residents of Chester County continue to recover from the last Nor’easter, with a number of people still without power and roads closed due to downed trees and wires.
