Section 401 and 404 Permitting, Westlake

Davey Resource Group was retained by CT Consultants, Inc. as a subconsultant working for Cuyahoga Community College to obtain an Individual 401 Water Quality Certification from Ohio Environmental Protection Agency (EPA) and an Individual 404 Permit from U.S. Army Corps of Engineers (USACE) for the expansion of the College’s Westshore Campus located in Westlake, Cuyahoga County, Ohio.

Cuyahoga Community College’s Westshore Campus was constructed in 2011 without impacts to regulated waters. Demand for courses offered at the Westshore Campus was overwhelming, and the College quickly moved forward with plans to expand educational opportunities at the site.

Davey Resource Group assisted the College and CT Consultants, Inc. to prepare three alternative site designs that maximized site use, functionality, and campus cohesiveness while avoiding wetlands and streams to the maximum extent practicable. Davey Resource Group worked directly with agents from USACE Buffalo and Ohio EPA to address questions received by the agencies during the public review process.

As part of the permitting process, Davey Resource Group also prepared a mitigation and monitoring plan meeting the requirements of 33 CFR
Part 332.4(c)(2-14) for on-site, permittee responsible stream mitigation to occur on the Campus. This plan was approved by USACE and Ohio EPA, and will result in the restoration of degraded streams and an improvement of
in-stream habitat as compensation for impacts to low-quality streams resulting from the project.

To ensure the stream was constructed properly and the streambed materials were located appropriately, Davey provided oversight during the construction process of the on-site stream mitigation project. Davey Resource Group will also perform the five-year monitoring and reporting activities to meet the requirements specified in the Section 401/404 permits.
