CECONY: Transmission Vegetation Plan, Off-ROW Hazard Tree Survey

Davey Resource Group (DRG) provided a comprehensive transmission right-of-way (ROW) vegetation management survey for Consolidated Edison Company of New York (CECONY) along approximately 80 miles of high voltage (345kV) lines in Dutchess, Putnam, and Westchester counties in 2000.

DRG inspectors evaluated vegetation, topography, access, and adjacent land use. The ROW was characterized and a vegetation management treatment was recommended based on the quarter-span management units that were then used by CECONY. The evaluation was used to develop a bid package for vegetation management contractors and guide the successful bidder.

In 2001, and again in 2004, DRG performed an off-ROW hazard tree survey for CECONY, evaluating all trees with the potential to fall through the wire protection zone, and marking and mapping those with conditions that could substantially increase their risk of failure. The 2001 survey included 80 miles of ROW, and the 2004 survey included 110 miles. The vast majority of trees identified in both surveys were permissioned and removed.
