Ray Phillips manages the North Georgia Electric Membership Corporation project, which includes mapping and a GPS inventory. He has previously worked as a field technician, conducting GPS locating, inventorying and mapping of electric systems. He studied at Kennesaw State University and with the Advanced Technology Group.
