Western Area Power Administration: Contract Arborist

A Davey Resource Group (DRG) consulting utility forester provides the Western Area Power Administration (WAPA) condition assessment services and coordinates day-to-day field activities of an integrated vegetation management program.

The North American Electric Reliability Corp. (NERC) requires that transmission owners have a vegetation management program to ensure reliability of the system. It also requires all personnel involved with implementation of the plan to be trained and qualified.

DRG provides a qualified and trained forester to help implement the plan along nearly 1,300 miles of transmission lines in WAPA�s Sierra Nevada region. He writes work prescriptions, documenting trees to be removed or clearances that need completed. The forester also documents the methods used for line clearance, such as herbicide treatment or manual or mechanical clearing. The forester ensures the completed work is done according to the work specifications.

In helping WAPA implement Best Management Practices, the forester identifies sensitive areas, such as waterways and paleontological sites, and monitors trimming contractors during and after the work is performed. The forester also monitors daily fire danger levels and can recommend that WAPA suspend vegetation management operations during periods of high fire risk.

WAPA markets and delivers hydroelectric power and related services within a 15-state region of the central and western Unites States. It is one of four power marketing administrations within the U.S. Department of Energy whose role is to market and transmit electricity from multi-use water projects.
