Ruth Ann Sobnosky, M.S., is an environmental planner and project
manager with Davey Resource Group. Ms. Sobnosky has over 11 years
of planning experience including work in both public and private
sector as an environmental and community planner. Her
responsibilities at Davey include managing projects that require
difficult negotiations with private developers, permitting
agencies, and local governments. Ms. Sobnosky manages a variety of
natural resource projects, including mitigation monitoring, wetland
delineations, permitting, ecological surveys, environmental
planning studies, and grant research and applications. Ms. Sobnosky
is also responsible for preparing natural resource materials
utilized to educate the public, such as park trail guides and urban
forestry PowerPoint™ programs. Ms. Sobnosky is experienced and
knowledgeable in the requirements of the National Environmental
Policy Act (NEPA). Prior to joining Davey, Ms. Sobnosky's
responsibilities included the review, evaluation, and reporting of
environmental and socio-economic impacts to fulfill NEPA
requirements for public infrastructure projects throughout Ohio.
Ms. Sobnosky has prepared Categorical Exclusion documents for the
Ohio Department of Transportation (DOT) and environmental
assessments for the U.S. Department of Agriculture and U.S. Army
Corps of Engineers. Ms. Sobnosky has successfully completed
training through the Ohio DOT for the following: Project
Development Process; Categorical Exclusion; Section 106/National
Register Eligibility; Section 4(f); and Managing the Environmental
and Project Development Process (NEPA). Ms. Sobnosky graduated from
Northern Illinois University with a Bachelor of Science degree in
geography, and holds a Master of Science degree also in geography
from Southern Illinois University at Edwardsville.
